Can i go to bank and take out my whole refund at one time with turbo prepaid card?

The link yu provided doesnt give us enough info for the ?s we all have. And when yu call customer service yu hold for 1-2 hrs & then it hangs up on yu. I know b/c I called 3 times 2 times the hold was 1 hr other time it was 2 hrs.
