Can I go back to complete the 2017 return and load the 2016 information that was not download when I started the 2017 return. How do I get 2016 information into the 2017?

The transfer of 2016 into your 2017 tax return needs to happen BEFORE you start entering any other data in to your 2017 return. You cannot do it when you are in the middle of preparing the return. If you really want to transfer that 2016 data, you have to start over from the beginning.
