Can I e-file an amended 2023 (state) tax return?

TurboTax says I have to mail in amended 2023 federal return but can e-file amended state (Virginia) return. But when I try to e-file, I get the following error message: "Tax Year 2023 transmissions are not available. TurboTax is not ready to process Tax Year 2023 for amended returns." Does that mean I will be able to e-file my amended state return at a later date?

No. Past year amended returns cannot be e-filed. The return has to be filed by mail.
