Are you an Advantage account member (annual subscription), or was this a regular purchase off of the TurboTax Website? What exactly did you order--a CD or a download? And the charge did go through on your credit/debit card statement?
If you are an Advantage member, even if you ordered a CD there should be a complimentary download in your Advantage account at this link:

If you're an Advantage member, and if your download is not there, you may have multiple accounts. We can tell you how to look for multiple accounts. Or you can phone Customer Support, and they can troubleshoot for you.

I’m in the same boat. So far not getting anywhere. I had to deal with a robot who asked me what the issue was. I said I didn’t receive my CD. It gave me a link to go to and the link was for someone saying I didn’t receive my TV 🙄. Back to square one with the phone calls.
