I need to amend my 2018 return from itemized to standard deduction. When completing my 2019 tax return, TurboTax ask if the prior year return was with itemized or standard deduction. How do I answer that question?
I have not yet submitted the amended 2018 return. Do I wait until the amended return is processed? What if the amended return isn't processed before April 15?

You must answer the question based on how the 2018 income tax return is currently filed, not based on the intent to amend.
You are free to wait until you amend the 2018 income tax return before you file the 2019 income tax return. If the amended return is not processed before July 15, 2020, you still have the option of filing for an automatic 6 month extension to file your 2019 income tax return.
