I filed an amended 2021 tax return on March 17, 2023. The State return was accepted, but the Federal return was rejected. I'm assuming it was rejected by TurboTax because the timestamp of the rejection is the same as when I filed it. TurboTax did not provide a rejection code or any way to update it electronically. I tried going through TurboTax desktop, but the only discrepancy it showed was the signature date of my return (3/17/24 instead of 01/01/22 - 12/31/22).
I filed an amended return for 2022 as well, using the same process and updating my information the same way, and both the State and Federal returns were accepted no problem.
I don't think there's anything wrong with my amended 2021 return, so is there any way TurboTax can just push it through to the IRS?

You have to paper file prior year amended returns.

Yes.
I had the exact same experience, except both the 2022 and 2021 amendments for state were provided as a paper return with instructions.
Turbo Tax submitted both federal amendments for 2022 and 2021 by efile. Federal 2022 was accepted and Federal 2021 was rejected instantly with no error code.
So if it's really true that federal returns for prior years need to be submitted on paper, where's the matching instruction sheet from the software? Why did it try to submit it?
E-filing for amended returns is only available for the current year. Any prior year amendment will need to be paper filed.
In some cases, you are able to e-file the prior year amend in TTO. You can only e-file the 1040 for the current year. I hope that helps to clear things up.
