hello. 

do I need to attach Statement of Election to Treat Nonresident Alien Spouse as U.S Resident for 1040X amendment even I submit one with 2025 tax return.

It depends on why you are amending.  If you already filed a joint return and attached the statement, and the changes you are making are not relevant to your filing status, then no, you do not need to attach the statement. 

If you are changing your filing status, and did not include the statement on the original return, then yes, you would need to attach it to your amended return.
