2019 refund still not processed

I have not rec'd my 2019 refund.  In September I rec'd a letter stating that form 8962 was needed with a copy of 1095-A.  A fax # was provided.  I faxed the forms on 9/21.  Where's My Refund only states that it is still in process.  I have called several times and after endless wait times have been told that while they cannot give me specifics on the status- like if they have the fax- I should get something in 30-45 days.  It has been almost 6 months since i returned the requested form.  Now I just tried to e-file my 2020 return and it was rejected because the AGI is not recognized.  Is there any action you can recommend other than continuing to call?  Right a letter?  Re-submit the requested forms via mail?  Thank you.

Additionally since the 2019 tax return is not fully processed try using a 0 for the AGI instead of the AGI on your 2019 tax return.
