The file by mail instructions for my 2016 MA Tax Return instructs me to attach "the state copy" of 1099s. Does this mean I must send them a copy of each of my 1099s?

Yes that is what it means. When you file by mail you need to attach copies of W-2's and 1099's that show tax withheld.

If you don't have extra copies to send it's ok to copy them. Always keep a copy for yourself.
