Yes! Your info will be saved as long as you do the following:
Click on My Account
You should see an option that says Save & Sign Out.
When you click it, your information will be saved and when you sign
in (using all the same login info), you'll be able to pick right back up
where you left of!

If you had to pay anything out of pocket for the surgery, you can list it as a medical expense. Here are the steps for entering medical expenses: Medical, dental, and vision expenses are reported on Schedule A and entered in the Deductions & Credits section:
Open your tax return. (To do this, sign in to TurboTax and click the orange Take me to my return button.)
Search for Schedule A and then click the "Jump to" link in the search results.
Answer Yes on the Did you have any medical expenses in 2016? screen.
You will then be prompted to enter your medical expenses, starting with prescriptions.
If
you're using Federal Free Edition or Basic and your medical expenses
are large enough that you would benefit from itemizing deductions,
you'll be prompted to upgrade to Deluxe, as the Federal Free and Basic
versions do not handle Schedule A.

You would have needed to select the File By Mail option to access the instructions you're referring to. If you successfully e-filed, you won't need to send anything unless you had Tax Due. If you had Tax Due this year, you can download the payment vouchers to send with your payment here: https://www.irs.gov/pub/irs-pdf/f1040v.pdf

That's how to downgrade, so you should be set! When you go back through, just let the program know that you don't want the PLUS Help & Tools, and (as long as you haven't already paid for it) that should go away. Just to let you know though, having the PLUS not only gets you a jumpstart on your taxes but it also gives you access to live agents who can help if you get stuck anywhere in the process.

If you haven't received your return yet, you should wait to file your
Amended (changed) return until you do. Once you have your refund, or
paid your tax due (whichever the case may be), you can amend by
following these instructions:
Log into your TurboTax account
Click on My TurboTax, this will take you to your Tax Timeline
Under the information about your 2016 return, you will see a list of Some Things You Can Do
In this list, you'll see an Amend (Change) Return option.
When
you click it, you'll be asked if you're sure you want to amend, and
then you'll be able to go back into your 2016 return and make whatever
changes you need to. (in your case, you'll need to revisit the Personal Info section and edit the information about yourself.)
Please note: Amended returns cannot be e-filed. You will have to print and file the amended version by mail.

You can do a search for 1099-G from inside your return, and in the results you should see a "Jump to" link for it. If you don't see the "Jump to" link, you can always do the following:
Open your return
Go to the Federal Taxes tab
Select Wages & Income
Hit See List of All Income
Look for the 1099-G form under the Unemployment and Paid Family Leave section
