I would like to switch from Premier online to Deluxe download without losing data already entered for 2016

You can do that.

First, sign into your account at TurboTax.com and be in your return.

Second, click on My Account

Third, click on Tools

Forth, in the Tools Center click on Save your 2016 return to your computer

Save the tax file somewhere you can easily access like you desktop.

Once this is done and you have your CD/Download version of Deluxe and have made sure it's up to date (https://ttlc.intuit.com/questions/1901183-how-do-i-update-my-turbotax-software-program) click on File > Open Tax Return and select the tax file.
