Will not let me efile state return without federal. Federal says I have to handle by mail. Why?

You must be getting some sort of error or rejection message that tells you that you cannot e-file Federal.  And unless you e-file federal, you cannot e-file your state return.  If you are mailing your federal return--or if you already did mail your federal--then you also have to mail your state return.
