You are misunderstanding something. It will not say "refund owed." It will either show you a refund or an amount of "TAX DUE"
Look at your Form 1040. If you are getting a federal refund it will have an amount on line 35a. A refund means you are getting money back from the IRS
If line 35a is blank, then look down to line 37. If there is an amount on line 37, that means you OWE money to the IRS and need to PAY that amount by the deadline of April 15, 2024.

Click on Tax Tools on the left side of the screen. Click on Tools. Click on View Tax Summary. Click on Preview my 1040 on the left side of the screen.
Each state form is different so we cannot tell you which lines to look at on a state return, but the amount of a refund or the amount you owe will be clearly shown somewhere near the bottom of the state form.
If you owe tax due, you have to pay it yourself by the filing deadline on April 15, 2024.
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.
