No...just when you e-file (or try to print before efiling)
The only charge, beyond what you pay now, is if you come back later and include a new state that is not in your file when you pay now. ..or perhaps if you amend later and have to upgrade to a higher version because of what your amendment contains.

Once 2018 is shut down (usually late October) and next year's tax software is ready to star tin with it/.... you will not be charged there until you either e-file it in 2020...or attempt to print a copy of your file...whichever you do first.
