According to Turbo Tax I should have received a refund of $331 from Georgia. Instead, they only refunded me $17. It has been 4 weeks and no letter of explanation had been received. How do I find out why this took place? I have used Turbo Tax for years and this has never happened. Makes we wonder if there is a bug in this year's GA state tax program.

I am in Michigan but have had this happen to my family members. It's usually because there is some kind of income that was either not reported or under-reported but the state received the 1099 directly. You can always call and ask them, though I don't know how responsive Georgia tax is. Michigan does pick up the phone.

Georgia law allows other agencies to use individual income tax refunds to pay outstanding obligations.
Your state refund may be offset (applied) to a liability (debt) with the IRS, another state agency, or the Department of Revenue.

It was a good thing I called GA Dept of Revenue ([phone number removed]). They had misapplied one estimated tax payment and another one still showed up as pending even though they had cashed the checks. They are refunding me the additional $314.
