no all of my fees where marked and i saw what i was supposed to get

The IRS and SBTPG both had access to your refund. If either of them had a debt registered against your refund, they could have taken that portion. You can contact the IRS treasury offset program at 800-304-3107. You can contact Santa Barbara bank at 800-717-7228.
