There is no charge for amending unless you added something that requires a higher version than you had.
If you added self-employed income then that would be $60 more than Deluxe.
I didn’t add any self employed income. I just added the 1095. Which apparently is worth $60.
That is not a TurboTax charge, that is the tax on the health insurance credit.
You should have a form 8962 that shows the tax calculations.
That all appears to be $0. But it specifically says on the final page “Turbo Tax Deluxe - $60” and that’s what the charge is for.
I also got an email from Turbo Tax saying that I was one of a small number of users who were accidentally asked to upgrade to Deluxe and that logging back in and continuing to file would fix it. It did not.

This is a user community forum. You'd probably be better off talking to TurboTax Customer Support about the email. If you have a Form 8962, that normally requires Deluxe or higher.
I don't know about your email and what it refers to. Someone might be aware of it and post here, but only TurboTax Support can correct any charges. So phone them, tell them your situation, and see if they will work something out with you.
Since you are currently in Deluxe, then you do have phone support privileges. When you use the contact form at the link below, where it asks for your product, be sure to choose "Online" and then edition "Deluxe" in the dropdown menu.
Hours are currently 5AM-5PM Pacific (8AM-8PM Eastern) Monday-Friday.
You can use this contact form to get a phone number, or it may schedule a callback.

If your return was simple, but now you have a Schedule or a Form,
TurboTax makes you pay.
That's how TurboTax does it, pandemic or no pandemic.
If you did not pay yet, you can do your amendment manually and mail it in.
