I've heard of many complaints like this. Every time you add a form, they charge you. There were news blurbs about it before all the news was COVID. It's very deceptive. They may also say "complete you taxes for free," but not file for free. Your best bet is to look at the cost for the downloaded version of the Turbotax you are using, and see which would be less expensive; if download edition is less than $55, see if there's a way to transfer data to it. Maybe also a button on online edition to get down load. Otherwise pay the $55 and consider it a lesson learned. I always buy the disk because I'm old and old-fashioned! Like to have a disk in my hot little hand, can use it on up to five computers. Also know that they have raised the price for e-filing state return to $25 this year. I use Premier edition.
