Why is payment taken if the correct forms aren’t available to finish the last step?

I can’t finish the filin of my taxes due to updates on forms not available yet. I don’t feel it to be fair to take payment for doing taxes if in fact the taxes are not able to be completed for an undetermined time.

Unfortunately, both the IRS and the individual States often make multiple revisions early in the tax filing season.
