We cannot see your tax return so all we can do is guess. When the tax laws changed early in 2018 employers began using a different chart for tax withholding for federal taxes. Some also withheld less for state taxes. If that happened, then you paid in less to the state and are getting a smaller refund than you got in past years--maybe. Compare your 2017 W-2 to your 2018 W-2 and look at box 17 in each one and see if that is the reason.
That is my best guess. But there are so many variables that can affect your refund or tax due that it is impossible to know when we cannot even see your return and do not know any of your details.
