You get charged every year for what? Are you referring to the fees to use TurboTax? Or do you mean you owe tax due? If you always owe the IRS or state, that means you are not having enough tax withheld from your income during the year. Or do you mean the IRS keeps finding mistakes on your return that end up costing you additional tax? TurboTax does not ever know if you entered your income amounts correctly or completely. Only you can check for that. The software performs the calculations based on the data that you enter. If anything about that data is incorrect or incomplete, that is user error.

TurboTax does not receive any information from the IRS or your state after your return was filed, so no one at TurboTax knows about a letter you received from the IRS or the state.

TurboTax has a special phone number for help with IRS/state tax letters, which will be easier than going through regular Customer Support. At the page below, click on the blue button that says "Get Help from TurboTax Support". Then it will ask you what tax year is your letter. Then it will ask you what the letter concerns. Then it will show you the phone number during posted business hours.
