Are you in California?  If you want to have the fees deducted from your refund you have to get Premium services.  There is an extra $40 (45 in California) Refund Processing Service charge for that which you can avoid by paying upfront with a credit card.

If you are in California to remove the Premium Service you need to pay the fees upfront with a credit card.
