Are you entering medical expenses? 

Medical and dental expenses are only deductible on your IT-196 if they exceed 10% of your federal adjusted gross income (IT-201 or IT-203, line 19) 

Job expenses and other certain miscellaneous deductions are only deductible if they exceed 2% of your federal adjusted gross income. 

If neither of these applies, kindly respond to my comment below with additional details.

No medical or dental expense. Union dues were under 2% floor. Taxes paid $ 19,433, interest paid $ 10,282, and charity $ 1,417. Total deductions of $ 31,132. New York Sate income $ 113,048 and new jersey income $ 14,412 as a non resident.

What is your filing status?
Edited to add: Can you see your IT-201, what is on Line 37?

I see what happened, unfortunately when your New York income exceeds $100,000 for single filing status, the itemized deduction is adjusted.
The instructions for calculating this adjustment can be found on page 22:

You would use Worksheet 3 on that page to calculate Line 46 based off of your income.
