why i cannot download my return

You'll have to have paid or filed to get the option to download. If you have already filed, be sure you're in the same account you used to file. (It's common for folks to have multiple Intuit accounts, see: I need help signing in to my Intuit Account). When you're in the correct account you can use this article: How do I view, download, or print a prior-year tax return? to download your return.
