I followed the questions in Turbo tax. My niece was born in 1998, she did not pay more than half of her living expense. She lived with me in 2017 for 8 months, she was a full time college student, no other relatives claimed her as dependent, she was not married, and she was a legal U.S. resident. Why the turbo tax says that she is not qualified as my dependent?

I would suggest you walk through the Dependent interview questions again and review your answers. To do so, click on the "My Info" tab at the top, click continue, then click "Edit" next to your niece's name. Click on the screenshot below for reference.
To verify your niece is listed as a Dependent on your Tax Return, click on "Forms" in the upper right-hand corner of your screen and then choose "Form 1040" from the list of forms on the left-hand side. She would be listed on the first page of your 1040.
