Sounds like you had a tax due. Turbo Tax won't know if or when you actually paid it. Your return will always say Due or Refund. It isn't updated and the IRS doesn't tell Turbo Tax.

if you haven't yet filed, since e-filing is closed for 2018. you have to print and mail your return and pay the amount on line 22. be sure to attach withholding forms, if any. follow TT filing instructions. use a method whereby you can either track the return or get proof of delivery. your options for payment are to enclose 1040-V and a check or you can pay through IRS website.
if you have a sate return that also needs to be printed and mailed.
don't know whether you were looking at TT summary which would combine or net state and federal amounts. so be careful. you may also owe on the state. follow TT filing instructions for state. if you owe you'll need to send a check or perhaps the state has a website payment method.
payment was due 4/15/2019, so expect a bill or notice fed and/or state for late payment penalty.
if either return shows a refund, it can not be used to pay the other.
