Why does it cost money to use tax refund money to pay for turbo tax?

When you sign up for Pay With My Refund, your refund will be handled through the Santa Barbara Tax Products Group (SBTPG, formerly SBBT).  The SBTPG bank charges the $40 to process the transaction, not TurboTax.
