Why does document: "RT Consent to Use Tax Return Info" continue to show up in my e-file documents when I have elected to pay by credit card and have already paid?

This document is authorizing Intuit to use my 2017 tax return to determine whether a portion of the refund can be used to pay for tax preparations.  I do not need this because I have already paid by credit card in step 1 and it shows a receipt for payment already.

The form isn't just for paying for your services with your refund. It is for other services as well like getting your refund sent to your bank account or prepaid card. Turbo Tax has to have your permission to know your status otherwise the information is considered private and they can't obtain your return or information to send you your refund.

That is not what I understand. It sounds very tricky to me. It seems they want us to authorize the use of the information for other things that are not filling and preparing the tax return.
 
"IRS regulations require the following statements:
Federal law requires this consent form be provided to you. Unless authorized by law, we cannot use your tax return information for purposes other than the preparation and filing of your tax return without your consent. If you consent to the disclosure of your tax return information, Federal law may not protect your tax return information from further use or distribution."
 
Then in here sounds to me they are saying you can refuse to sign but they still make you sign.
 
"You are not required to complete this form to engage our tax return preparation services. If we obtain your signature on this form by conditioning our tax return preparation services on your consent, your consent will not be valid. You specify that your consent is valid for three years from the date of this signature. If you believe your tax return information has been disclosed or used improperly in a manner unauthorized by law or without your permission, you may contact the Treasury Inspector General for Tax Administration (TIGTA) by telephone at [phone number removed], or by email at [email address removed]."
 
This is why stopped using Turbo Tax and this year I am giving it another try and they still have this. Why can't they be more clear about it.
