Why do I owe state taxes?

What state? There are 37 states that tax personal income.

Are you a resident or non-resident of the state in question?
Is there some reason why you should not pay any taxes to the state at all? That's not a rhetorical question either. There very well could be a valid reason. If so, then what is yours?

Which thirteen states (other than these seven: Alaska, Florida, Nevada, South Dakota, Texas, Washington, and Wyoming) do not tax personal income? 

New Hampshire and Tennessee do not tax wages but tax other forms of income so they do not count.
