Why do I need a Sch A PIT RSA form for filing my state tax return?
Delaware allows taxpayers to itemize deductions on the state tax return even if you did not itemize on your federal tax return. If you entered your deductions in TurboTax, you get a better Delaware tax result with the itemized deduction.

But what if I don't have any itemized deductions? I"m pretty basic at this point.

Why do I need a Sch A PIT RSA form for filing my state tax return?
The Delaware standard deduction is much lower than the federal standard deduction. TurboTax may carry something automatically to your state return's itemized deductions (like state tax paid this year) even if you didn't enter any itemized deductions.
Take a look at your Sch A on Delaware and see what it says.
