Why didn't TurboTax include Schedule 1 with our 1040 and 8889 forms?

Because of my wife's HSA, TurboTax made us upgrade to Deluxe so the Form 8889 could be filed with our 1040.  But the Schedule 1 isn't with our packet.  Do we have to file one if the amounts from lines 13 and 16 of the Form 8889 are $0.00?

No Schedule 1 is needed with respect to the HSA if Form 8889 lines 13, 16 and 20 are all zero.
