The fee is for the tax prep even if you cannot efile the return and have to mail it in. If the IRS rejected the return you need to fix it if possible and then resubmit the return. What is the exact rejection message/code ?
You were charged for preparing your return. Assuming you provided accurate information, your return was prepared accurately.
E-filing is never guaranteed, because Turbotax can't control the IRS computers or verify that the information you provided is correct. If your return was rejected, that means that some piece of information doesn't match what the IRS has on file for you. You might have made a mistake, or the IRS information might be wrong.
If you can fix the incorrect information, you can attempt to re-transmit your return. Or, you can print your tax return and mail it in. Your tax return is still perfectly acceptable in printed form, even if the IRS or state computer won't let you e-file.
If you need to mail your federal return, double check your state tax return status too. In some cases, if you are blocked from e-filing your federal return, your state return may also have been blocked. In that case, you need to mail both your state and federal returns (to different address, in different envelopes, as per the instructions that will print when you print your returns).
