Why did I get a Federal W2 and NJ State W2

I received 2 w2's and the state one does not have local income tax information and the federal one does?  What do I do with this?

There's a reason for that. But first so I get the "right" reason, for both W-2's is the Employer Federal ID Number the same on both?
