Why cant I efile state return I already paid

why won't it let me efile my state it says I need to mail federal we have no income but it won;t let me print my federal or file state I already paid to efile state

You can only efile state if you efiled Federal and Federal was Accepted.  If you mail Federal you have to mail state too.  The fees are to prepare the return whether you efile or print and mail.

If you have no income why are you trying to file a return?
