Without access to your tax return, I cannot say for certain. However, the inability to e-file New York state tax returns is very common this year.
There are two factors. New York has strengthened its identity theft protections, now requiring a valid state ID to e-file.
They are also dealing with an old computer system and plan to upgrade at the end of the tax season.
For these reasons, we are seeing more and more people unable to e-file.
Although New York does require e-file, there is also an exception if the software does not support. Therefore, as much as it is an inconvenience, you can file by mail. Here are the mailing addresses:
