Why can't I do my tax return and choose payment at the end

In the File section of the program on Step 1 you can choose how to pay the TurboTax account fees.  On Step 2 if you have taxes owed you are given several options on how to pay the taxes owed.

You should be able to.  What is happening?  When and what is it asking you to pay  now?
