Without knowing your exact tax situation, it's hard to determine why you did not get a state refund. The most likely reason is that you just didn't have enough State Taxes withheld from your paycheck(s) to prompt a refund. This leaves more income to be taxed resulting in a lower refund or the need to pay additional taxes with your return.
