It really isn't a matter of which parent made the most money if this is just a "who qualifies to take the child question". However, if you are trying to decide who will probably benefit more tax wise, then yes, a parent who has more income will usually benefit more by having dependents on their tax return than a parent that has little or no income. If you are trying to see who can claim a child, please refer to the two IRS tests below.
A parent may claim their child if they meet either the qualifying child or qualifying relative test as outlined below:
