Why are all the tax forms included twice in the returns

Why are forms 1040, 8889, etc. included twice in the downloaded pdf: once at the top and again after the state forms?

When you file your state return there are certain forms from the federal return which must be included, so TurboTax will print a copy of these forms after the state return so that they can be filed along with the state return.
