Just because the paper (pdf) version of the form is available on the IRS website does not mean the electronic version has been approved. E-fileing does not use the paper version. E-file is encrypted data sent to the IRS is a format specified by the IRS in a "schema" that the IRS must supply. The e-file provided must program to encrypt the form data accordance to the rules in the schema. The IRS must then test and approve that electronic "form" to be sure what the e-file provider, like TurboTax, will send data that the IRS can read and decrypt. Only then, will the IRS approve the e-file providers form for release to the public.
If anything goes wrong, the test do not pass, the IRS is slow, etc., can cause delays.
