The TurboTax software for tax year 2017 should be available in mid-November for the desktop editions and by early December for the online editions.

The IRS probably will not be accepting 2017 tax returns until mid to late January 2018.  Additionally the IRS will hold tax refunds until mid-February if the return has a Earned Income Tax Credit or an Additional Child Tax Credit.
