Form 8283 is available for Efile.  However, there have been some changes in reporting Charitable Donations that may be affecting you.

Review your donations, and break down non-cash donations into amounts under $500 to avoid the requirement for a signature from the donee that necessitates a mailed return.

There is no Form 8283 (Charitable Donations) for California. That is a Federal form.

If you can't Efile due to Form 8283, Delete the form and re-enter your info.

If you're using TurboTax Online, close the program, clear your Cache and Cookies and re-try.
