What to attach to your California state return will be listed in your filing instructions that print put with your return.

"Other than Schedule A (Form 1040) or Schedule B (Form 1040), did you attach any federal forms or schedules to your federal Form 1040? 

If No, do not attach a copy of your federal Form 1040 return to Form 540. 

If Yes, attach a copy of your federal Form 1040 return and all supporting federal forms and schedules to Form 540. 

Exception: If you did not itemize deductions on your federal tax return but will itemize deductions on your California tax return, complete and attach a copy of the federal Schedule A (Form 1040) to Form 540.

Attach all the Form(s) W-2 and W-2G you received to the lower front of your tax return. Also, attach any Forms(s) 1099, 592-B, and 593 showing California income tax withheld."

Enclose those forms mentioned in front of your Form 540 but DO NOT staple or paper-clip them to it.

So I have to send/mail to Franchise Tax Board/ State of California my 540 Tax Return for 2020, including any 1099s that show state taxes withheld, and ALL pages (forms) of my Federal 1040SR that I filed electronically???? What about my Consolidated 1099 from the brokerage accounts (which I linked to my federal return)?

2020 Personal Income Tax Booklet | California Forms page 20 shows how your forms should be handled. Your broker should have sent you all the 1099's on that consolidated page. All 1099 forms must go with your return.

The California State Filing Instructions specifically state to attach W-2, W-2G, 1099, 592-B, and 593 showing California income tax withheld to the lower part of page one of form 540.

It is when you have to pay taxes, the check is the item that isn't supposed to be attached.

When sending in my California Form 540, it says to attach forms W2-G. If there is no taxes widthheld, is it still required to be attached?  The federal form 1040 does not require it if no taxes were widthheld>

California's filing by mail instructions state:

 

Attach all the Form(s) W-2 and W-2G you received to the lower front of your tax return. Also, attach any Forms(s) 1099, 592-B, and 593 showing California income tax withheld.
