What is the order of multiple forms (for mailing tax return)?

I have to mail in my tax return because I have to include an extra form (8621) which TurboTax does not handle.

I actually have to file multiple forms of 8621, so I was wondering if there is a required order for those.

Also, TurboTax tells me I have to include my 1099-R's to the front of my return. I have multiple 1099-R's so I was wondering if the order for that matters as well.

No, there is not a specific order in which you must include your forms or your 1099's.  As long as you include all of the required forms and documents you are good to go.
