If you have a 1099-MISC for your work instead of a W-2, or you were claimed a a dependent by someone else, you likely would owe tax. The 1099-MISC income requires that you pay in social security and medicare tax, even if you didn't owe regular income tax.
It depends on the nature of the income. If self-employed income than any amount over $400 will have an SE tax.
