For 2022, it is $25,500
You can check the actual 2022 NC D400 Schedule A, where the NC Std Deductions are listed... here:
2022 D-400 Schedule A North Carolina Itemized Deductions | NCDOR
(I saw one of the NCDOR web online pages where they still list the 2021 NC Std Ded as $21,500)

Thank you. I believe this solves the mystery. The NC site is a bit inconsistent.
in 2021 the standard deduction was $21,500' that was raised to $25,500 for 2022. that may be creating the inconsistency.
Also, the tax rate in 2021 was 5.25%; for 2022 it is 4.99%. it is a flat tax.
Yeah, some of the regular NCDOR information pages are still set on 2021 stuff...maybe they're waiting until after 1 Jan to set stuff at 2022 .
Like the What's New information is still for 2021:

And one of the NC "Adjustments" pages still shows the 2021 StdDed values, even though it gives no indication as to what year is displayed:
North Carolina Standard Deduction or North Carolina Itemized Deductions | NCDOR
