No specific kind of insurance is considered subsidized by itself. The term subsidized means you didn't pay the whole premium yourself. Typically a subsidized policy is one associated with your employment. The premium you pay for an employer offered insurance plan is seldom 100% of the cost of a plan, so almost all company health plans are "subsidized". The Ohio tax deduction for unsubsidized plans is to help people who didn't get help (with the premiums) from their employer or the government (Medicare premiums are considered to be subsidized)
