I need to enter info on Virginia tax form. What does box 20-locality name mean?

Box 20 is the name of the town, city, etc. that local taxes were withheld for. Do you have amounts in boxes 18 or 19?

Locality usually refers to local taxes such as city or county taxes that the city you live in may have. (mine does and you can't get it back)

I entered state sales tax deduction for the area I live (state and local sales tax rates) and Turbo tax says that a state income tax deduction is higher. Impossible?
