You are required to file a complete and accurate tax return, which means including the Form 1099-NEC you received. Depending on your tax situation, it may or may not have any impact on your total tax (i.e. it may not affect your refund of amount you owe). If you don't include it and it does affect the amount you owe, or your refund, the IRS will adjust your return and bill you for any additional tax owed.
Normally income reported on Form 1099-NEC is subject to self-employment tax; however, if your self-employment income is below $400 it is not subject to self-employment tax.

so either way im going to end up paying more money than its worth? is there a way to do it for free or do i have to use turbo tax, like i said it was only roughly 14 and turbo tax charges 4-5 times that amount to file one form.
If you use the Free Edition of TurboTax Online to file your return, you won't be able to include the Form 1099. The IRS may bill you for any additional tax, if any. I doubt they will bother to bill you for two or three dollars.
If you file using the Free Edition of TurboTax, you won't be able to include your Form 1099. If it was only $14, any additional amount would be minimal ($2 or $3). It is possible the IRS will bill you for this amount, but unlikely.
