They are added to the general fund of the US Treasury, funding everything from the military to road improvements.

There is no option to support only certain divisions of government nor to not pay because you disagree with how the money is spent.

everything from food stamps to H-bombs and everything else that congress provides for with some discretion on the part of the POTUS.
